Elevator accidents that are often heard recently have made many citizens pay more attention to elevator safety issues: what is the basis for an elevator to be scrapped if it fails? Yesterday, the National Standards Committee officially released my country's first national standard for judging whether the main components of elevators should be scrapped - "Technical Conditions for Scrap of Main Components of Elevators". The standard lists 6 technical conditions for the scrapping of the main components of the elevator, which can be used to determine whether the elevator is scrapped or not, and then decide whether the entire elevator needs to be scrapped.
status quo:
80,000 elevators nationwide have been in service for more than 15 years
"Elevators in use in my country maintain an annual growth rate of about 20%." A statistical data provided to reporters by the relevant person in charge of the elevator department of the Special Equipment Supervision Bureau of the General Administration of Quality Supervision, Inspection and Quarantine shows that by the end of 2013, my country had 3 million elevators in use. A year later, the number of elevators in use has increased to 3.6 million. As a large number of elevators continue to be put into use, the number of old elevators continues to grow. The person in charge introduced that according to the statistics at the beginning of this year, the number of old elevators with a service life of more than 15 years in my country is about 82,000.
What is even more shocking is that some old elevators hide many hidden dangers. Last year, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China conducted spot checks on 2,523 old elevators in some provinces and cities, and 7% of them had serious safety hazards.
However, before this, the elevator industry at home and abroad lacked relevant standards for elevator scrapping. Yesterday, the "Technical Conditions for Scrap of Elevator Main Components" officially released by the National Standards Committee provided the basis for judging whether the main components were scrapped for the first time.
It is worth noting that this national standard does not suggest that the main components can only be scrapped after certain problems. According to the introduction of the national standard, the main components of the elevator meet the scrapping technical conditions specified in this standard, or meet the scrapping technical conditions given in the operation and maintenance manual, and should be given priority to repair.
Interpretation:
Judging by the condition of the parts whether the whole machine is scrapped
"The elevator is like a computer main box, it is an 'assembly'." Chen Fengwang, secretary-general of the National Elevator Standardization Technical Committee, told reporters that due to factors such as design, manufacture, installation, maintenance and use, the service life of the elevator is very long. Differences make it difficult to formulate a standard for judging whether the entire elevator machine is scrapped.
So, how does the elevator in the community judge whether it is scrapped? Chen Fengwang introduced that this national standard lists 13 items of elevator safety protection device, emergency rescue device, hoistway safety door and trap door, drive host, car, landing door and car door, electrical control device, etc. for the safe operation of elevators. The technical conditions for the scrapping of the main components of the elevator that have a greater impact.
At the same time, the national standard clearly defines six failure or potential failure modes that affect safe operation, such as deformation, abnormal wear, corrosion, material aging, electrical failure, and electrical component damage, as the technical conditions for the scrapping of elevator components. Chen Fengwang said that if the elevator components are judged to have serious problems according to these technical conditions, they can be considered scrapped.
On the other hand, listing the conditions for reaching scrap can save money while ensuring safety. "Some residential elevators are often only partially faulty, and do not meet the conditions for scrapping the whole machine. In the absence of standard judgment, many choose to scrap and update directly. In fact, they could choose more affordable methods such as repair and renovation." Chen Fengwang said.
He calculated an account for the reporter: if all 20,000 elevators with a service life of more than 15 years are scrapped, calculated at an average cost of 400,000 yuan per unit, 8 billion yuan will need to be invested; The components whose performance does not meet the requirements can keep the elevator running safely. Calculated by replacing 20% of the components, more than 6.4 billion yuan can be saved.
hint:
Whether the residential elevator is scrapped or not, the owner has the final say
When elevators in the community frequently encounter failures, who decides how to deal with them? Besides scrapping, what other options are there? "According to the "Property Law", the owner of an elevator should decide whether to scrap it. In most existing residential communities, the person who decides the fate of the elevator is actually all the owners." The person in charge of the relevant department of the General Administration of Quality Supervision, Inspection and Quarantine told reporters, When there is a problem with the elevator, there are three options: first, overhaul the faulty components without changing the parameters; secondly, if the elevator failure is serious, you can change its parameters, replace the equipment, and renovate the elevator; finally, When the elevator problem is very serious, you can choose to update, but this method is also more expensive.
In fact, the release of this national standard also provides a reference for owners to choose which method to use. "In the past, the property company and the owner often had disputes over whether the elevator should be scrapped. The owner was afraid that the property company would falsely report the 'condition', while the property company was afraid that small problems would hide big hidden dangers." The person in charge said that in the future, the owner and the property company can choose a third party The testing agency of the company will judge the main component problems in accordance with national standards, and the owner will then choose whether to repair, transform, or scrap and update according to the final test report.
The relevant person in charge of the National Standards Committee introduced to reporters that the new standard has been officially adopted at the beginning of this month and will be officially implemented on February 1 next year. In addition, the National Standards Committee will also accelerate the development of the national standard "Technical Conditions for Scrap of Main Components of Escalators and Moving Sidewalks", and improve the national standard system for the scrapping of elevator products.
