Yesterday, the first domestic "Technical Specifications for Elevator Emergency Response Platforms" (hereinafter referred to as "Specifications") initiated and formulated by Nanjing Quality Supervision Bureau was released in Nanjing, and there are many Nanjing elements in it. According to the "Specification", the country's first elevator emergency special line 96333 will be opened in the future to build a unified elevator emergency command platform.

For many details in the rescue process, the "Specifications" put forward requirements, such as rescue time, arrival time, etc. Previously, the state stipulated that when the elevator fails, the maintenance unit must be present within 30 minutes, and the time limit set by the "Specification" is the same. But according to statistics, the response speed of 96333 is much faster than this.
Nanjing 96333 Elevator Emergency Response Center was officially opened on April 8, 2013. At present, 55 rescue grids have covered the whole city. As of the end of August this year, Nanjing 96333 had dealt with 16,140 trapped people and rescued 23,556 trapped people. The rescue workers took an average of 11.23 minutes to arrive at the scene, which was nearly 19 minutes faster than the time set by the state.
The "Specifications" also require that when the 96333 emergency response center receives a call for help, the bell must be answered three times. In the process of disposal, the operator also needs to appease the trapped person 3 times: when answering the phone for the first time, let the trapped person not to worry; for the second time, after dispatching rescue personnel, notify the trapped person that rescue personnel have arrived. , and reminded them not to do dangerous actions such as smashing doors to avoid secondary injuries; the third time was after the rescue was completed, to appease the frightened emotions of the trapped people again.

It is understood that the "Specification" clarifies the three-level emergency rescue system for elevators. The first level is the contracted maintenance unit of the elevator. After the 96333 hotline receives calls from citizens for help from the trapped people, it can follow the "96333" sign provided by the trapped person. The elevator number on the board can accurately locate the position of the trapped elevator and the contracted maintenance unit, and notify the contracted maintenance unit to go to the rescue as soon as possible.
If the contracted maintenance unit cannot arrive in time, the 96333 emergency response center will activate the second-level emergency rescue system. The second-level rescue force is the city-wide alliance of maintenance units led by the quality supervision department. The emergency response center will send the second-level rescue station closest to the elevator to rescue.
The third-level emergency rescue system is used for complex situations that are more difficult to handle, such as elevator power outages. If it is difficult for the maintenance unit to rescue in this case, they can only notify 119 to go to the scene, and by demolishing the elevator and placing it on the wall Rescue by punching holes etc.
At present, Nanjing, Hangzhou, Guangzhou and other cities have established a three-level emergency rescue system, which will be extended to the whole country in the future.

For example, the data processing method of the elevator emergency disposal platform used by the Nanjing 96333 platform was officially issued by the General Administration of Quality Supervision, Inspection and Quarantine this year in the form of documents to guide the construction and operation of the platforms in various places.
In addition, the Jiangsu Provincial Bureau of Quality Supervision also officially issued a document a few days ago to set up the Jiangsu Provincial Elevator Emergency Disposal Service Data Center in the Nanjing Special Inspection Institute.
